In this globalization era, the demand for information as a resource for the accelerated development of the economical, political, social and cultural attitudes has made the dissemination and absorption of the information through electronic media done rapidly.

The global context cannot be separated from the policies in respect of the institutional governance. Information on the educational development policies shall be fully customized to the need for change by the local community in the global perspective. The concept of think globally, act locally reflects how the information either at global and inter-countries level provides an opportunity for the change of local cultural attitudes through the dissemination of information.

As the target of the educational development is the society as the nation’s entity, the information to be disseminated shall contain educational and learning elements, so the consequential change of attitude shall represent a collective change of attitudes of a nation in the development process.
